This is not true. They're just less common than IFS bans because FeederBuster is still effectively in early beta. In fact, most intentional feeding bans start at a 14-day escalated. That's how seriously Riot takes the issue.
We frequently see bans for intentional feeding. You just don't see them on the forums as much, as those people usually know what they did, so there's no question to be asked, really.
Yeah the amount of dislikes people send out for no reason is great. Ignoring that feeding is a problem doesn't make it any better. Any person that complains about it is immediately downvoted to hell because bad players don't want to be told they are bad... Sensitive children play this game and troll these boards.
I think you're wrong and you know it. I also think you don't know the definitive context of what intentional feeding is.

if you only do it 1 game in 20 then yeah, nothing will happen. but try doing it 5-10 games in a row and see how it works out for you
it is so easy to intentionally feed and not get banned. If you're smart enough to understand what a bad fight should look like then you should be smart enough to take enough of them at critical moments and shazam, intentional feed without recourse.

100% impossible? No. I'd say 95% easily though.
A few weeks ago I ran into an intentional feeder, he doesn't do it every game, but when he decided to just flame his team, he'll go ahead and feed 25 kills or so... usually does it about every fifth game or so based on his match history. I won't post it here, but to say the least, his history goes back years and he has done it periodically since at least 2015... nothing has happened as that individual has played a game as recently as yesterday.
Now, you might say "that's anecdotal evidence", and indeed to some degree it is, but the system is obviously not tuned sharply enough to catch these individuals.
Too bad we don't have a system whereby the playerbase could overlook cases where other players report someone for a perceived infraction and then the community decides whether or not they deserve a punishment.
