As for now nobody really cares about honor because rewards for that are insufficient. I am actually getting more toxic when I see that for lvl 5 honor I get only 4 key fragments and some stupid BE. Honor 5 should give a lot more, so that it is worth being nice and keeping the positive mentality. Banning people is working really badly, so maybe rewarding them for good behavior would help. I am only saying about Lvl 5. It should be hard to achieve and very rewarding.

Yea the rewards sucks, but it doesn't mean people don't care about it. It made such a huge impact this season, due to it, people have to be honorable enough to earn their seasonal rewards. As for the bans, no it's doing wonderfully. The system will improve overall when it comes to toxic actions, but toxic chats are being very well taken care of. Riot should make the seasonal end rewards up to honor 3 instead of two. So they can not only enforce their policy but make people friendlier in chat. So people can stop focusing on being negative and players can stop arguing while trying to measure their pride of who's a better keyboard warrior.
Wasn't the seasonal h5 rewards 3 ward skins and an emote?
Honor orbs is just part of the reward for reaching the milestone.
