So I got a question I was hoping someone could answer. I am new to LOL and I was playing a game and a teammate I had previously with that had a grudge against me banned my champ. He did it just to make me mad. So I threw the game. I don't really mind being banned but will the other dude also get punished?

Throwing the game just because someone tried to annoy you is a major overreaction, in the future try to stay more level headed. If someone tries to get to you and you flip out, he wins and depending on how bad you flip out he could also report you. Just try to stay calm in the future alright?
Banning your teammate's champion can often win you the game if you are doing it with strategic motives rather than immature motives.
It has worked for me a lot. If your teammate is about to pick ivern top, ban it. There isn't really a pick that can get much worse than that. If they intend to throw the game afterward, they would have thrown it anyway with such a stupid pick.
And to answer your question and give you my own thoughts.... People who intentionally throw games are the only people who should be banned. Chat logs shouldn't matter with the existence of a mute button. Also, Riot will never tell you if the other person is punished or not even if they actually committed an offense.
So I threw the game.
