Serious issue

The only time I dodge a queue is when someone troll picks something like Rammus mid with tp and cleanse or when someone is saying their going to int just because they don't like a champ someone else picked. My question is why must I be punished for it? I don't want to play a game where someone is going to int and end up losing more LP for sticking it out rather than just dodging. I don't understand why I have to get 5 minute or 30 minute queues just for dodging to save my LP. These types of people are never punished and ultimately just either cost me time or LP. I feel like Riot doesn't even care about inting players or trolls as much as they care about banning people that call someone an idiot or something. I see a ton of people getting bans just for being passive aggressive in chat but they refuse to do anything about actual trolls. This system is so flawed that its kind of sad. Anyone think that they'll ever actually fix this issue?
