Please bring back the Tribunal or RIOT LYTE

Never in my life have i played with this level of toxic players until Lyte stopped smiting people. Tribunal was taken down and he proactively fought toxicity and angry abusive players and in my opinion it hit an all time low. I now find myself constantly muting 1-3 players a game and reporting 1-3 players a game. I often times get reported for saying nothing other than "gl hf". I was chat banned by Lyte back in 2014 or 2015 and have not abused a team member since, nor have I used a single swear word other than the occasional "good shit mate" when we pull off a nice play. Why did lyte leave player moderation in a hole to fester and breed after he was done with it?

I used to think there was nothing worse than losing a game 50-0 (which happened once) until recently. Ever since I hit gold one I have dropped from 78% win rate to 50% win rate. My scores have declined but my overall team scores have as well. I have learned in the past month that the only thing worse than getting dominated is to lose a game because you were down 2-6 kills and had 1-3 flamers and 1 afk. In my match history there are roughly 12/20 games as Loss/Played and after reviewing death timers for all of them I have noticed that of those 12 games, 9 of them had one or two people die a large number of times then afk or someone else would afk before everyone would get a bad score.

But these players don't get banned for standing in the fountain abusing the whole team because they didn't go afk, and the auto report mechanic doesn't ban you if you aren't using hate speech or swear words.

So I plead with you Riot. Bring back the Tribunal or the methodology that light had for behavior where EVERY game that had 3 or more reports had the chat logs read by someone.
