Allow us to report in champion select.

I'm kind of tired of having to dodge because our last pick support locked in jax with smite and is unresponsive the entire time , or somebody spams stuff like "I'm feeding, enjoy the loss". I'm fine with keeping dodge penalties though as they keep people from abusing dodging. however, I should not be penalized due to somebody else holding my rank hostage because they didn't get the role they wanted and everybody else is waiting for the other person to dodge.

Please allow us to report a player for "Griefing in Champion Select" (or how ever would be best to word it), before I dodge and pay my 5/15/30 minute wait time.
