So, I was wondering if i could report someone that is not in a game.
Cus i met this guy in the champ select and i would really like to report him.
He also banned my champ.

Naming and shaming is against the forum rules. Your screenshots clearly show his name.
Banning a champion, for any reason, even if someone has it hovered, is not against the rules. Ever. No matter what.
If you want to report go submit a support ticket.
Honestly though, I feel you would simply be wasting everyone's time doing such. Unless the game happened and they fed.
