Feeders

Just played a game with feeders. The jungles and top laner went duo top and fed the opposing teams jungle and top laner. They went 0/14 and 0/13 and were level 5 when i was level 10. Can these guys get banned? constantly trolled by walking past turrets into enemy base to dance. I can't even understand how they got here.
