Getting tired of all the Ranked toxic players

Seriously how many time do I have to come here to address to you people that you need to be more strict on players who intentionally give up and afk. My entire placements had been riddled with this behavior. And my last match just now we had a teemo who said nothing will happen to him for leaving, that he will take his chances, then he bounced. Post-game now he's sending me friend requests as to mock me that nothing has been done to him after being reported for rage quitting. This is insane, I'm trying to leave low elo but too much toxicity that's not being dealt with because you guys are being too soft.
