Hello instant feedback system??? feedbuster? any system from riot???

this "guy"... i just played 6 games with him in a row (low level aram at 3am so there arent many playing) is a bot who does nothing besides running into enemys and aa'ing creeps. what is about the INSTANT feedback system? how is it even possible that this guy is lv 24??? HE IS LV 24 AND ONLY HAS GAMES LIKE THIS!!!
