Suggestion: Disallow bans for hovers in ranked

It's happened to me and also to others because of me.

You hover your champ pick, get all your runes and masteries readied and then... your team mate bans it. You wonder if the individual is blind as you feel your salt level begin to rise and you're already off to a great start for the game.

Then you remember you've done it to others too without even noticing until they decide to troll you with a double jungle out of spite. Great. Another stellar game.

Why not just disallow bans on hovered champs? Few people intentionally ban a hover, and if they do, it's because they're trying to be a douchebag (either as a straight up troll or with the "I know the game better than you" attitude). So how about we take away this salty-troll encouragement and start games off on the right (or better) foot?
