Submitted 10 support tickets for troll/toxic/int players and nothing
These players never get banned even if I submit legitimate support tickets and reports
I guess I can troll once in a while too then.

I wouldn't take lack of feedback as lack of action. Reporting someone does not guarantee you will be notified if/when they are punished. If you send them in through support tickets, they will absolutely never tell you whether your report led to a punishment.
harassing the support won't make them very eager to respond to you. let them do their job at their own pace!
