Low elo hell & need help

i cant climb because i 1. either get people who just feed { which is fine everyone has their bad days } and 2. i get a smurf who doesnt give af about anyone else's LP because well they are SMURF or 3. just some straight fucking rude toxic ass people tilting everyone. i just want to hit the highest elo i can possible and people are holding me back i know i sound like a bitch but i legit get so pissed because i sit here everyday and try to grind and better myself as a player and it doesnt matter because people hold me back when i just want to excel i try to be the guy thats like guys were still in this and it doesnt matter they just continue to flame i mute everyone and try to do what i can myself and its just not enough ive switched from adc to support to support to top and it just doesnt matter what i play, ive noticed if people dont wanna win YOU wont win and i dont know what to do i have a toaster so i cant go play another game cant afford any new PC parts to play another game so im pretty much just stuck inside on the verge of killing myself { exaggeration } because i just want to peak the highest elo i can and people are stopping me. sorry for ranting just makes me feel better to hopefully think someone is listening,

You forgot 4. Your team got outplayed and the enemy won cuz someone has to. Does that just never happen to you? Stop exaggerating like you never just legitimately lose a match. It's ALWAYS a troll, or afk, sure.

Whatever the highest rank you get is the highest ELO attainable for you. Everyone who climbs deals with the same things you're describing

If you play more than 500 ranked games in one season (maybe even less) and still go up and down the same division, then you belong there. We all get trolls, dc's etc, but a guy who deserves higher will eventually get higher.

I got placed in Silver 4 at season 6, and in 260 games, I got to Gold 2. I deserved higher, and I got higher. If you, let's say, are silver 4, and you play 500 games and you still hover around mid-silver, no matter what teams you get, you do belong there.

I'll give you an example. I have a smurf account in Bronze 5. I literally played 3 ranked games where I was essentially 1v9ing. Team was trolling and flaming, even when I, the most fed guy, was giving instructions. Guess what, I still managed to win 2 of the 3 games, because I am so much better than Bronze 5. Now, if you think you deserve more, you might not always be able to do the 1v9, but you won't get these games all the time. Eventually, if you do deserve better, you will get better. But sometimes, maybe you just don't, and that's the worst thing. People being afraid to accept that they can't be better.
