I disagree with plenty of stuff Riot does, and I'm sure that their behavioral standards are motivated by profit before sportsmanship.
That said, most of the people complaining on these boards are, to put it mildly, assholes. If you spend an entire game yelling at your teammates, after multiple chat restrictions warning you against that behavior, you're an asshole. It's pretty straightforward stuff. League, like many games, has a "don't be a dick" rule, and plenty of chances offered before it really fucks you up to break it.
I've had too many games ruined by tilt due to players yelling at each other for bullshit reasons to think that policing chat any less than is already done could ever work.

These "regular posters" quite litteraly lurk here in player behavior. They don't leave,they just sit in this board section and force their opinion on peoples throats. Whether through downvotes,or passive aggression.

Hi, one of those players here, who thinks the only problem with Riot's player behavior system is that it's far too lenient. Nice to meet ya.
Those "disagreements" would go a lot further if they weren't usually accompanied by a chat log full of toxicity. When your calmly elucidated thoughts as to what should pull a chat restriction is accompanied by a foul-mouthed, allcaps treatise on the questionable heritage of your jungler, it loses much of its effect.
