Why is it solo/duo and not just solo queue?

I've been playing league for quite a while now, and in ranked I've always played solo. Now, I don't have any issue with playing with friends, I regularly do normal games with them or flex, but I've noticed an issue with soloq where there will be a jungler duo with mid/top and they will repeatedly and almost exclusively gank for their duo. This, to me, feels like ass in every situation.

On your team, the jungler pretty much ignores you no matter what you do if they are duo'd, and if there is one on the enemy team, you can best bet that either your mid or your top is getting 2v1'd all game and unless they get lucky or also have a duo, they will lose lane.

I don't mind getting camped, it happens and it's a viable strategy, but why not make solo queue exactly that, SOLO queue. Flex is able to have any other number of people, so why not make duos also exclusive to flex?

(I was also one of the people that LOVED when flex was the ONLY option.)
