Were can i request a perma ban for bad pp?
I want ppl to be perma baned that ruin other ppl the game such as buying 6 boots of mov.speed and feed the enemy team

You report them after the game, and like with all other sorts of punishments (chat bans) it needs to be consistent.
I did but tahts not enought. that person was intentonaly ruening the game for my team. and such ppl should not play leage at all not on that account not on others not at all.
sadly you cannot be banned for that, unless they are purposely ruining the game by feeding or saying bad things, or causeing bad things to happen.
if i have a gameplan that sometimes works by me buying 6 dorins shields i can't be banned for it even if u dont know im trolling or not.
Open a support ticket under the category i have a question, report them with you're evidence
They're forced to look at the ticket. They're not required to tell you if punishment was given out
