It is possible, but the support is totally useless. I submitted a ticket about a Janna adc, following the toplaner, randomly ulting (with no enemies nearby) etc etc.. And she did not get punished.

LeaverBuster should get them, unless they’re not AFK but just sitting in the fountain - THEN a ticket would make sense.

LeaveBuster is automated system without needing to be reported unlike the IFS so sending ticket to Rito is about 2 steps too far (in-game report and support ticket)
