Will something new be introduced as a warning system with no penalty? Because It is really infuriating to get a long-lasting chat restriction and a punishment as well with it. ** At least a 3 strike warning would be nice.**

The issue is with warnings is people use them to avoid getting punishments and continue being toxic.
The goal of punishment is to get you to reform and stop misbehaving. Not stop temporarily just because you got a warning.
Maybe.
Monthly Report Cards was a cool community concept that would give us some transparency of the system.
Riot Tantram has since come on to say that they are working on something more compelling than monthly report cards. So lets hope that they are on the right track for what we want.
But as Rujitra said, more transparency does open the system to be abused more. I'm personally fine with that trade off. At least the toxics will have more frequent cool down periods. Whether Riot will tolerate that trade off is another question.
