Clarification on open mid?

I started watching streams last night on Twitch, and I noticed in a lot of high division games players would often AFK/open mid to get into future games faster. In a lot of those cases, there was at least one or more player still actively trying. I was always under the impression AFKing and intentionally throwing the game at any point was against the rules.

Since I'm seeing a lot of pro players and even some from LCS AFKing as a strategy to save time. My question is what's the difference between that and the actual rule?

If most players agree to open there won't be much reports that would lead to punishments.

Every single one of your teammates should agree to open. If at least 1 player wants to play he has every right to report you and you have a very good chance of getting punished for it.

Alright, so it's 100% against the rules then if a single player disagrees? That's all I wanted to know, thank you.

My other question is - Why do a few popular streamers constantly do this with 0 consequence then? There's a bunch of video references that have shown (Not naming anyone out) this happening quite a bit in high divisions because of there 30-minute queue times. In a lot of cases, one player is still actively playing.

Just seems like new players might get confused by that, as they learn a lot from watching the top streamers. Would lowering the surrender time help combat this?

I often get games where one of my teammates wants to surrender, and I say "no, I never ff, just play until the Nexus falls", and then one or more players on my team proceed to troll and intentionally feed, thus throwing any possible chance we had at a comeback. Hell, sometimes this happens when we are in the lead. I just mute them if they persist and report them after the match, no point getting your jimmies rustled. In fact them doing that makes me even less likely to agree to surrender because I'd rather punish them by wasting their time.

I'd guess they get away with it because they're popular with their group of people and possibly with a large portion of the league community. Could also be a high elo thing with them or something like that.
