Decided to have one game before sleep, got in champ select, logged right back out

It's 4 am and I feel sleepy, but I have the itch to play a game. After a short matchmaking wait I get into a lobby and one guy (the support of course) immediately starts with:

-I troll -I hate this game, -I am so done -I troll

and then he proceeds to pick Yasuo support.

I am left thinking, do I wanna go to bed after a loss due to a troller, or do I wanna lose 10 lp (but keep my mmr) and just not pick a champ. Here I am, typing to you fellow players.

I wish they added the option to report trollers in ranked games during champ select. Just an icon next to their name where you tick (bad language/troll pick/ bad team player), and then if all 4 players select that he IS the reason the game was not successfully started, he receives a punishment that lets him receive 1 lp per win (obviously exaggerating, but it needs to be an amount that scares the shit out of him more than playing one game in a role he or she doesn't wanna play), for the next 5 games and the rest of the people can leave without repercussions. Same punishment for the whole team who wrongly accuses someone for unusual picks (like Teemo jungle), claiming it's a troll.

How come we cannot kick him from champ select and he gets lp lost, and not one of us has to take the fall?

tl:dr, This game is getting better, but instead of only reward systems for good play, we need systems to leave games without punishment because we don't wanna waste 20 minutes playing a losing game in ranked.
