Is forcing people to swap or play a role and then doing well in draft bannable?

So I decided to play with my friend on a level 20 account since he is new to the game. We hopped on draft because he doesn't like instalocking players in blind. Anyway we met this guy (I'm not sure if I'm allowed to say his name or not) who was assigned jungle. He kept asking to go top and the top laner didn't say anything. Our top laner wanted to play top lane Kayn and then the guy insta-locks Sion says "thanks" because he thought the Kayn was going to jungle. We then tell the Sion that Kayn is going top and that he has to jungle, he then tells us to f*** off and proceeds to be extremely toxic. We then tell the Kayn to then just take smite and report after so at least we had a jungle but he didn't, so basically we had two top laners. The Sion then proceeds to do well in game (he was 7/4/1 in the first 20 mins and then ended up being 11/15/9) but is still extremely toxic because we were being camped bot which ended up feeding a smurfing Vayne (In my opinion the Vayne wouldn't have been fed if he just went jungle and counter jungled.) He then says that we're going to be banned for "feeding" and for sending "false" reports on him because he was doing well the entire game. So is this bannable?

Oh this is a pretty simple one. If someone is playing so well they can 1v5 the entire team and proceed to give you a win, even if it's ranked, and they proceed to be toxic, you are absolutely allowed to report them for toxicity. At least that's what the rules would indicate. Now, whether league staff would show leniency towards that person is another matter.

I mean that's pretty much like asking is someone who gives you a roll of cash allowed to beat you up without you having a say in it.

Forcing people out of their designated roles is definitely a wrongdoing in itself. Doing well in-game doesn't reduce the consequences of their initial actions.

If you ever are unsure if you should someone or not, report them anyway and write a little additional note explaining the situation.

On a final note: no, you should not name-shame!

Your performance in the game is independent of your behavior to other players in chat. It doesn't matter if Sion went 1/5/21, or 32/0/1, if he's toxic and an utter asshole, report him. People often don't report toxic players if they win, because the win usually pulls them out of the negative mood the toxic player subjected them to all game, but if someone is toxic, they need to be reported. Especially if they steal roles.
