ive only been banned once or twice before and i got a perma ban for being toxic in a game, shoulda just muted me for 100 games

After you receive a ban, you're essentially on probation. Any further negative behavior will result in a permaban.
Also, this forum is not where to go if you want to be unbanned. No on here can do anything about it. Submit a ticket.
The board isn't where you come to get unbanned. That's Riot Support role.
But why should you get unbanned? You already had previous suspensions after you agreed to the Terms of Use that you'd never be toxic. I'd suggest you just make a new account and not be toxic on there. Reform and shape a better gaming experience for you and other players.
Mute yourself and don't make other do it for you.
Shoulda muted yourself for 100 games.
