Can Riot please introduce a report system in champ select?

It's getting ridiculous at this point. Petulant children throw tantrums in champ select when they don't get a position they want. As a result they cause someone else to dodge or they choose a champion outside of their position and ruin the game for 4 other people. Is there a way that the devs can implement a report system that allows us to safely dodge the queue by reporting the player without the other 4 people losing LP or being placed on a cooldown? Instead the person who was reported should be given a cooldown and if they're a repeat offender they should be temporarily banned.

If you use the search function you will see this idea has been submitted multiple times. If you can answer these questions with a widely accepted answer, then maybe.

How do you prevent it from being used against legitimate players? How do you prevent people threatening it on someone to force a pick? How do you prevent it being abused by a premade? How do you prevent is from being used as a forced dodge against someone because a comp sucks and they need an out?

Nah they wont do that. Penalizing people in ranked as troll is not a offense in riots eyes. They willing let 1 player destroy the time of at least 4 others constantly with no repercussion. But don't tell that person hes a POS human (when in reality he is) because that is bannable. :) you just have to smile bend over and take it. That is what riot expect of you.
