So... his summoner name is _________. He has a wacking 1 win to 19 lose rate. I don't know what to do. After he entered the lobby he banned my champion and picked the adc's champ. RIOT why do you never ban those who feed the whole game, but ban those who tell them that they suck at the game?
You need to remove the summoners name as the boards have a no name and shame rule.
As for punishing; gameplay offenses take longer and are harder to determine usually.
It sucka to run into someone like this. They are either trolling before they quit, throwing a tandrum in an alt account, or just doesn't understand the severe situation of landing in iron 4.
Either way, keep playing your best game and you probably won't run into them again.

Hes duo'ing to tank their accounts to Iron/Bronze . Unfortunately this is pretty common in preseason. You can see his duo partner from the screenshot you posted, hes in every game along side him.
