Riot isn't going to post any information about your friend at your request. Your friend needs to contact Riot, not you.
Tell your friend to be sure to check his email account associate with the account that was banned. If it was suspended due to a rule violation, there will be an email there telling him what he did, and why the account was banned. He needs to be sure to check in the spam and junk folders as well, as sometimes things can end up there by mistake.
Or, like Kei143 mentioned, if there was some reason that the account was locked for his protection, then it may not even be actually banned, and Support will just be waiting for him to contact them with proof that he is the account owner.
Whether his account was actually banned, or simply locked for his protection, I strongly encourage him to submit a ticket with Player Support so they can clear the matter up. Please be aware that Riot handles tickets on first-come, first-serve basis. It may take them a day or so to address his, depending on how many they already being worked on, but they WILL get to his, and making additional ticket.

eitherway, get him to send a ticket to support and check out why he was banned first.
or alternatively, if you know what year he was banned till, let us know, cos that is a ban code which will tell us what he was banned for.
Bans can escalate based on what was said and done. You don't need to have ever done anything in the past, all it takes is one wrong thing.
You aren't picking sides, but from the looks of it, it seems like you are basically saying your friend is innocent. Unless you been playing with them 24/7 while you guys are in the same room it's physically impossible to know that they haven't been breaking the rules.

Riots Ban Policy is pretty Steep IMO. As far as the ban; They rarely Reverse it. By Rarely, I mean Rarely LOL.
Calling a ban cruel is kind of silly IF it's a ban that was caused by human cruelty.
