Banning someone's choice to troll them then simply start blaming your teams loss on that person whose choice you banned? cause that's what happened to me just now.

This is, in fact, punishable. The TOS states that you cannot do things that are a detriment to your team. Riot issued fines to professional players just last year for "griefing" by banning their teammates picks. Report them, give an explanation of what happened, and let Riot deal with it.
It is possible that the person made a mistake and banned the champion, sure. But if they are actively harassing you (or whomever) in game over it, it is a clear violation of the rules. Riot has the game log and can easily see if you were first pick and such so if the player did these things wrong, they should be able to see it just fine.
How about giving the actual details so we can have a discussion about it?
One time, I had an adc hover Vayne in champ select the entire time during banning phase. I banned Twitch. After bans, enemy team picks Vayne. So adc on our team decides to flame me cause I banned Twitch and this person didn't get to play Vayne or Twitch. I had no idea this person wanted to play Twitch. So after mindless ranting she picks Soraka. I was going to dodge but I thought for sure someone else would, I think I was in promos or something. Nobody dodged.
This twat decides to sit in base saying we can remake at 3 since she is just sitting at fountain. My team mates start flaming her big time saying they are reporting her this and that. I didn't say anything, I just went to lane. Then she starts running it down bot lane and mid. Around 12 minute mark she starts buying AD items, won't heal anybody but has quit running it down so blatantly. In all chat she was lying say how I banned her Twitch to troll her.
I reported her of course and I am sure all my team mates did too. But when I looked at her op gg. she was allowed to keep playing. Even if its a one time feed and troll, run it down bot mid fluke, there should still be a suspension of some sort. Not just a warning. Everybody knows not to do this. Especially a player above level 30.
