got perma banned on my alt for going in a discussion with someone who told me to k*** myself

First off, apparently i cant make posts on EUW boards for player behaviour so my apologies for that. So basically what the title said, teammate told me to kill myself, threw a ton of racial slurs towards me, on which i asked him multiple times what the purpose of that is. On which he repeated and told me to kill myself once again, told him he's a dick and i got permabanned (with no previous offense and nearly honor 3) instead of him. I'm honestly tempted to report this as a bug in riot's system at this point
