Leavebuster doesn't get appealed since it's given regardless of personal reasons. It would be next to impossible to realistically confirm every excuse. From the perspective of the server there is no way to tell if someone if having an honest internet problem or if someone disconnected their internet on purpose.
Besides, regardless of the reason your team still suffers from your absence.
If you're having connection issues enough that you're getting leavebuster consider the leavebuster motivation to try and fix the problem.
If you know your internet is bad, then don't play team-based online games. Period.
You haven't been banned. You have a 5-game low-priority queue. Play the games.

You said your internet is bad and que up anyway. 100% your fault. You should be banned for this type of crap but RIOT knows they will lose a lot of money banning people for the most toxic thing in online gaming even when it's warranted so because RIOT is so superficial they ban words instead.
