Perma Banned for Offensive name

I understand that there are names in the game that people may feel obligated to express how it hurts their feelings and how the name I made, which the game allowed, makes them a personal victim. I get that because people are sensitive. But what i don't understand is how a permanent ban can be applied to an account because of a name. Furthermore, if someone is forced to change their name because their username is deemed offensive, and they change it to something else, how can they be permanently banned for changing it to something else because another person comes along and says that offensive to them now. If that is the case, I should just start reporting absolutely every name I see because I feel offended and i want them to change it. Permanently banned because my changeable name offended someone. What a great use of time there riot.
