What about good behavior?

Why is only negative behavior considered when deciding a punishment? Shouldn't all the good behavior that the person has displayed also be taken into account?

The analogy I have:

"but sir, what about all the times I drove and didn't swerve into another lane" - someone trying to avoid a ticket for a punishment.

It doesn't matter how many times you're good. It matters that you were negative, and ruined the game for others.

I agree.

It should also be applied to our criminal justice system. So if someone commits a major crime, it can be offset by previous "good behavior".

So Mr. Smith you robbed a bank and that was bad. But you spend a lot of weekends volunteering at the homeless shelter so we're gonna let you go this time.
