Punish leavers and allies less

Can we make it so that the allies of a AFK aren't punished but the AFK is punished more such as increasing wait queues and giving an LP lost if in ranked game... I hope sometime we come to an arrangement where the allies have a Minimal LP loss for AFK matches that the AFK happens after the 3 minutes.

If this were the case, then why would we also continue to unfairly punish people who have feeders on their team? Whether people realize it or not, that 0/15 botlane is losing you the game just as much as an AFK teammate would.
