I have only been banned once before the perma ban and literally all thats in the chat logs was me calling someone a fa**ot, and thats it, i even like apologized and told them to have a good night. Only banned once and was actively trying to improve the toxicity in general by muting people and get perma banned. Even with over 250+ skins on the account. This is completely unjust and absolute BS please someone help me get this unbanned.
Hate speech is zero-tolerance. Sorry, unfortunately you won't be getting that account back.
You were explicitly warned when you were banned prior that any further negativity or rule violations would result in a permanent ban.
You proceeded to use hate speech. And you're surprised?

If you had received a 14-day ban previously, that is considered the final warning. After that even minor toxicity can result in a permaban. Also I think Riot has a zero-tolerance for homophobic slurs, such as the one you used.

That doesn't matter, everyone is treated equally, not matter how much money they've used/how many skins they own.

Unfortunately even if you apologize to the player that you harassed, the Instant Feedback System (IFS) will still punish you regardless. It also takes a very long time for past digressions (Chat Restrictions & 14-Day Bans) to be forgiven completely, assuming if it's even possible for past digressions to be wiped from one's record at all.
If you truly believe that you shouldn't have been Banned from your account, you can always try talking to Player Support via Riot Support. https://support.riotgames.com/hc/en-us Since it's due to Hate Speech (which is ZT) & you have already been punished on that account, I'm not sure if they can do much. However it never hurts to try either.

Hey! Dont bother getting second hand information! Go straight to the source! Look up the summoners code, take a read at the rules, and compare it to your chat log. You will find for yourself what rules you broke! If you find any rules broken, obviously the ban was fair!
