Is there anywhere to report someone outside of a game?

I have this happen a lot lately where I queue up for jg/bot and then in champ select the person that got auto-filled support just says "nope, I'm not doing that" and picks w/e they want and forces someone else on the team to give up their role if we even want to have a remote chance of winning. Shouldn't this be reportable? We all have to get auto-filled sometimes, yea it can suck but it's not like it happens so often that you need to force someone else to fill for you. Completely destroys morale before the game even starts because no one wants to give up their role if they got what they queued for.

As it stands, they don't end up playing supp, they get auto-filled protected afterward and there's no penalty for them for ruining someone else's game. Seems completely unfair that people who curse in a chat box that everyone can mute get perma-banned but then people like this who legitimately ruin the game for others just get away with it with no penalty.
