Player bots in blink pick pvp

Ive recently got back into league and i was really enjoying it until i started to realize when going into blind pick pvp matches that there is a huge amount of bot players. Keep in mind this only really happens late in the night from 11 to midnight when there are less players around. You can tell if theyre bots because of the name will have random caps throughout and not mean anything and having ghost and heal. The bots usually choose the weekly rotationg of champions and are very low quality skill level. Last night i played a game with to friends and literally every other player apart from us were bots, the game before this it was all bots apart from 1 talia on the enemy team. I dont know who is making this huge influx of bots, it could be riot trying to keep people finding matches in pvp or even someone leveling accounts and selling them but it does need to stop.
