You can respond to flamers and say your piece without getting banned if your piece doesn't involve flaming them back. "Hey, that language/treatment is really rude/unacceptable, can you stop?" Is sure to never get you banned.
The 1st amendment doesn't apply.

Yeah. The single biggest reason this game is "toxic" is because it makes you feel so powerless and impotent. Most of their "solutions" ultimately seem to exacerbate the issue, since the true sociopaths can actually take even more pleasure in trolling others because they now know with 100% certainty that when they bait someone into using a prohibited word the player is punished.
So yeah, League is basically the ultimate sociopath playground.
