both are fine as long as you aren't toxic about it and as long as it doesn't escalate into unrequested backseat gaming. people are allowed to reject advice and you should honor their decision.

it depends on how you express either of those things.

mostly because there's no need to. if you do nothing wrong, a report won't do anything to your account. justifying your actions is thus a meaningless exercise unless it's about splitpushing. if you must justify yourself, keep it polite.
Don't trash talk anyone.
it should be pointed out that there's a difference bwteeen "trash talk" and "banter"
if your chat is atacking someone, meant to provoke or cause arguments, it's probably the former
Don't chat with the opposing team.
it's fine to do so as long as you remain polite, don't ask for reports and don't point the finger at another player causing drama based on whatever it is he did or didn't do
Don't tell others what to do.
you are free to suggest what they should do but don't demand or get upset when they ignore the suggestion. move on!
Don't complain.
"sorry team! i'm gonna lose this lane if i don't get some help soon." is ok
"Kayn GANK! you fucking useless trash jungler!" is not ok
Etc.etc. etc.
like the above ones, it depends on what you're saying and how you're saying it.
If you do chat, keep it pre-school friendly.
if preschool was the only time in your life when you were talking to others like a decent human being then you should probably get some help
