Reporting right in Champselect and Quedodgetimer penalty

Is there a chance that Riot could please implement some form of reporting option right in champselect or a form of redo system like in game when someone is offline since the start? Why is this even important?

I just had the pleasure that someone in champselect picked an unusual pick Toplane (Annie) iam currently in a division thats quite interesting to say the least. But of course someone instantly complained and to prevent this he banned Annie. The answer to that was a "Ok no problem :)" from the previously banned Annie.

Because no one else wanted to do it i leaved to dodge the game and i think righteously so there was no way in hell that either the first wouldn't INT or if the Toplane now with another char looses both will permanently flame each other so no real possibility to win this game.

The biggest problem i have with that if its just the 5 minutes Timer it would be fine but if this happens to often i have to suffer even greater punishments just because i do not want to play with people like that were the chance of winning is literally zero. So how about a system to redo even the champselect in that kind of situation and also a reporting system to report the player who started that mess. FYI in my opinion its not the top annie but the guy Banning her to "prevent" a bad toplane.

What do you guys think how can this kind of problem be addressed a word from riot would be great also.

EDIT: Now i have a 30 minute Timer because i had an similarly situation so i had to dodge 2 games in a row just because of my precious "teammates" is this day cursed or something?
