Where do reports go?

With the tribunal down, I am rather curious where do all the reports go. Within my three and a half years of playing and reporting, not a single person was punished (given you are notified when a player is punished from your report, haven't received any of those). With recent games being more often toxic than not, I am fairly concern with the overall community.

Also, will tribunal ever come back?
