How do we know the Reform system works?

If people are getting permabanned, how do we know the reform system works if they can just make new accounts? I'm sure some people just make new account after the 2 week ban. Also I'm very VERY sure the NUMBER of permabans has increased since the new reform system was implemented . Sure the permaban rate is still probably .08% still but you** HAVE to remember** for every ban there is a new account creation. This doesn't really help the community in ANY way.

The toxic people are probably more toxic cause their main account was banned. Yes those people are providing a HUGE problem for the community on their old accounts, but permabans will most likely incite more toxic behavior. I really feel like a perma limited in game chat would help a ton rather than permabans. Think about it for a bit. Accounts take up space right? If those people are making a new account and getting banned(probably multiple times on multiple account), thats really wasting sever space since Riot never deletes permabanned account.

If accounts are permalimited chat. Yea the person might send what a toxic message, but what every couple minutes? It'll force the player to choose to send a rage chat or be helpful/ask for help. Studies show that it takes 30 days to develop a habit and to drop on as well. A permalimited chat is a good reflection tool for Riot to use.

Also I've had some conversation with some permabanned and 2 week banned players. Some people had to get reported 3 times on 3 different occasions. MOST had only 1 chance and got banned. Why is this? Why did some get more chances than others? If you want to act like you deliver bans with "blind justice" why don't you ban everyone fairly. I.E. either 3 or 1 reports, no inbetween.

No I'm not raging just somethings I really want to get out there and see what everyone think. please even if YOU don't agree help me check if the whole community agrees/disagrees by commenting if you think my idea pitches are well or not.

perma chat restriction sounds good also maybe just one message every 8 minutes instead of 4

I'd be all for some sort of ID required to signup for an account; State ID/driver's license/photo ID/passport/whatever other countries have, but it would probably be a ridiculous amount of resources/money to implement something like that, to curb a small percentage of offenders. Most people don't have tons of second forms of ID around to spam multiple accounts with.

Not sure on the ban warning differences, but my guess is they put a different weight on a verbal abuse complaint of "you suck" vs "I'm going to skullf*!@ your mother you stupid piece of elo trash m*@&#rf*&$@r."

I agree with a lot of what you are saying. When someone loses their account they are going to make a new one or even buy a new one which is going to cause even more problems for Riot. Not to mention all of the people who didn't deserve to be permanently banned will most likely have a negative change in their behavior. If riot is trying to stop people from being verbally abusive they need to find a way to permanently stop an account from talking in game or put more effort into their ban system.

I was recently permanently banned due to being reported by 2 dynamic queue parties in my solo queue ranked match. I even posted the chat logs on these threads. I'm a bit of a cynic when it comes to this sort of thing, so I really think that Riot doesn't care about their player base at all and at the end of the day its all about what makes more money. They know that a lot of people play their game and its only growing bigger and bigger so banning people actually increases their income. When someone makes a new account after being permanently banned the first thing they want to do is get to level 30 as quickly as possible. Which means they spend money on IP/XP boosts. Its always going to be about money and that is just the sad truth.

The reform aspect of this system doesn't work and never has. It's a myth. People don't reform. Most of the time, there isn't anything to change except the attitudes of the "offended" party. If I say "You're a retarded piece of shit" then yeah, I'm toxic, punish me. If I say "Warwick wasn't a good choice because everyone on their team can cancel your ult and it's really ignorant of you not to realize that" That to me is not toxic, and if you take offense it is your problem.

chat ban would help on flamers etc - but how about feeder/afk?

I didn't get into contact with the punishment system up to now but .. i'd expect these steps

  1. warning
  2. 1 day ban
  3. 2 days ban
  4. 1 week ban
  5. 1 month ban
  6. perma ban

Independent of what happens - I am sure you don't get banned without any chance of improve your habits
