Violations get removed over time?

one time like 2 or 3 months ago i had gotten the 30 game chat restriction and haven't done bad. just the other day, i was expecting a 2 week ban, but instead got a 5 game chat restriction! i think this is a good thing as when people do good for long periods of time, they should get their restrictions back to 5. good move riot, really :)
