Getting banned before August 22nd, vs after

I don't know if anyone has an answer for this but I'll ask anyway. Why is it that if you get a 7 day or more ban after August 22nd you are ineligible for rewards, but if you got a ban before then you are still eligible? What if someone got multiple bans before August 22nd but they still get rewards, but someone that only got one 14 day ban and it was after August 22nd doesnt? What's with the date and if people with a 7 day or more ban after August 22nd don't get rewards, why not just make anyone who gets a more than 7 day ban all season not get rewards? I was just wondering since I feel like it kinda sucks and is unfair that people who got banned after the 22nd are ineligible.
