Are there people at riot who manually review reports and issue bans? If so what is their job title.

I am very passionate about player behavior, and I would love a job that is solely focused on issuing bans(and every other form of punishment). I know about the riot careers page. However I don't even know if riot has such a job, or what job title I should even be looking for (or if the job is even at riot, and not a third party). League is a fun game, however the one thing that really puts me off from playing is player behavior. In the silver elo, just about every game there is harassment directed at someone. I can't stand it. If player reports were enough, I wouldn't be seeing toxic players every game. So the only thing more I can think to do to change player behavior in this game, is to do something internally at riot.

Update: I now know there is a mute allies feature in the settings, which I am thankful for.

Ah, the hall monitor mentality. What you're looking for is against Riot's philosophy. They want to punish as an extreme last resort. Instead, they want people to reform. They're not going to hire anyone with no credentials (that's you, me, and the majority of the playerbase) or history in similar fields. We aren't player behavior experts (they have those), we aren't systems designers (they have those), and we aren't psychologists (yes, they have those too).

You feel wronged having to deal with toxicity. Welcome to life. Riot isn't interested in banning everyone who exhibits toxicity of any kind, it's why the system works by severity x frequency, and for the most part, it's automated. There isn't a basement full of hall monitors reading chat logs and issuing bans.

The best thing any of us can do to help the community is to not be part of the problem.

Since there is no automatic mute feature (you have to manually do it each game), it's not easy to avoid.

There is one now under option in case you missed the patch notes....
