Inconsistent Moderation

While I know many people have complained at bans in this game, I couldn't help but bring up a recent incident in a ranked game where a player brought up both racism and, what some would call, sexual harassment in all its big detail all in the same sentence directing the big ol' 'R' around specifically at me and another player. The user repeatedly using double characters to avoid being picked up by a bot I assume. What surprised me was that this player was still consistently playing, having watched many others be banned for using using certain words regardless of context within a day whereas in this situation the player appeared to get no repercussion, so I started to dig and tried to wonder what would have changed this; comparing the events I have seen and this one, the differences I could think of were... Bad players - Myself and other players had been performing badly in the game in comparison to this player, with them having a >1:1 kdr whereas the players being insulted were <1:1 kdr Double characters - In other situations the players I had watched were plain with their reasons for being banned, using words without any special spellings Skins - The player appeared to be a big time player with high mastery score and all, whereas all other situations I've seen contextless bans were accounts that hadn't paid money into the game Playtime - The account that had not got banned had many hours in it per day compared to maybe two hours per day Other games - This may have been a onetime event, even though I personally see insults riding on sexual harassment to be something chat-bannable first time, it is possible that they avoided it due to not getting reports in other games, this would pair with the 'double characters' where the player knows that they are bordering on a bannable offence and intentionally plays nice for the next 5 games to avoid picking up all the reports. This post is not some attempt to push on a 'league mods are inconsistent' conspiracy but partially a rant where I feel frustrated to have gotten feedback on players who've done far less whereas this player who 'crossed the line' on what is acceptable in any league game appeared to get nothing, making it feel as if my report and continuation to sit through the game until the end pointless. Bear in mind that this is all low level ranked games (anyone who looks me up would be able to see that I am bronze), I'm not a highly active ranked player and just wanted to bring up something that severely bugged me about the reporting system and recent experience, I know that in most situations the moderators are there for the situation to be dealt with but in this situation I just felt like this was entirely at odds with what I expect in league's moderation.

There are no in game mods. 99.9% of punishments related to chat are given via bot. The player behavioral team will only very rarely look at reports, and in those cases they are looking for rare outliers.

You need to be reported a large amount of times to be banned. People often say they 'only flamed for one game!' but, unless the account is under level 20, this is probably not the case. it's probably just been so long they forgot they flamed. But the reports are still there acting against them.

So if this dude doesn't stop being inflammatory, he will eventually be banned.
