Perma Chat Ban Option

I would like to give the idea of permanent chat restriction as a step before perma ban account. If you think of being toxic in chat as an addiction or disease, then always allowing the option of making comments in chat, I believe is somewhat enabling continuous behavior. As we seen from popular streams and youtube channels, while some people don't type negative things, they sure as hell say them IRL. Thus giving the reasoning, that people "reforming" is simply them finding another outlet to say their toxic thoughts and comments other than in chat. This could also be beneficial for other problems in league such as reports for things like inting, griefing, and things of a non-verbal nature. By allowing perma chat restriction, more reports of other issues can be taken into account more efficiently and timely. Popularized by high-elo streamers, the idea that RIOT cares way too much about toxicity rather than intentional feeders, greifers, and so on is the widely accepted opinion by the league community. My opinion is, that people truly do not care about toxic comments, but you as a company has placed priority on this topic, so people make reports just to because they did not like what the person said and you have given an outlet to express it. Do I care that someone who called my a racial slur or swears at me in-game? The answer is no, I do not care if that person can or cannot play the game by being potentially suspended. But you have created a culture that allows words to have meaning. You as a company to take away the chat ability, thus taking away our source of addictive behavior outlet. In the process, allowing a happier community in-game and the ability to focus on other bans that the league community find a lot more pressing then some negative comments.

Riot tried this, it didnt work at all due to people who received perma-mutes just turn to in-game trolling instead of chat flame

There's no prioritization of toxic comments over trolling. It's simply significantly easier to identify and punish people for using chat in a toxic manner than it is to do the same to trolls.

And I have no idea where your position that "people don't care about toxic chat" comes from. The current state of Riot's behavioral system is a direct response to community opinion as a whole. Riot is a business, and I'm certain that they'd disband their Player Behavior team completely if they thought they could get away with it.

Riot tried perma-mutes in the past and they didn't work since most people simply resorted to gameplay altering means of harassing other players when they couldn't do so in chat. From Riot Tantram:

It really breaks down into two categories.

1.) Helping players reform 2.) Shielding others from the behavior, at a cost.

We used to issue chat restrictions that essentially scaled indefinitely.

We were able to determine that after a certain point the penalty no longer helped with reform. The 10-game and 25-game counts for chat restrictions are based on data that they were both light enough, and felt strict enough to encourage people to understand their behavior is unacceptable in game and change it.

We also saw that the players in this 'large restriction' category defaulted to gameplay altering means of harassing their team. It caused an increase in feeding and trolling.

The sample size of this population and time frame is huge. Essentially the time spanning from the introduction of chat restrictions to the introduction of IFS.

So my question for you is, would you rather have more feeders and less negative chat?

If someone isn't gonna behave properly despite being given multiple chances to do so then why shouldn't they be removed from the game? The line has to be drawn somewhere.

This isn't a new idea or even remotely original due to the fact this is a very very VERY common request on here.

And no, it doesn't reform people. This has been implemented already by Riot and it only proved that people have other ways of being toxic without using the chat.
