It's been a while since I was banned, and I am now regretting it with the new game mode that came out (tft). I spent a unusually large amount of money on the account and wish I could get it back. I regret my actions. I'm sorry for my words and if I can somehow get unbanned, I will never be negative again.
Unfortunately, as it stands right now, Riot is not overturning permanent suspensions unless they were made in error.
Your only option is to wait and see if they do another server-wide unban experiment, which is unlikely. Sorry.

Undoing permbans would both lessens their impact and produce a massive amount of work, not to mention drama.
TL;DR nobody gets unbanned, ever.
