Reporting Outside of End Game Lobby

I'd be surprised if this hasn't been discussed before, but I didn't see it in the boards, so I decided to make a post.

As a lot of you might be thinking right now based on my subject line, I just dodged a ranked game because someone was being petty and stupid in the lobby. Essentially what happened:

Jungler declares , but is last pick (other team would pick first, so in fact the VERY last pick). Top decides that since Ekko is a super strong pick at the moment (57% wr top and 53% jg) and our jungler isn't going to get him being last pick, he should ban Ekko, which he does. Jungler proceeds to say "ur a dick/I wanted to play ekko/fucking bitch piece of shit/im trolling/who's a nice jungler, xerath? ok" (locks xerath), at which point I dodged.

I get that this is nothing special, and I'm not here to vent - this has happened to me before, and obviously you guys have seen all that and worse. I have no regrets about dodging, since -3 LP is much better than -18 LP or whatever. **What I don't like is that champ select, where honestly as much toxic, unsportsmanlike and sometimes frankly childish behaviour happens as does in the actual game, is where people can do all that, avoid punishment, and either have someone else dodge and take the dodge penalty, or swiftly lose the game for 4 other people all while probably enjoying what he/she thinks is clever and funny. **

Sure, the existing end of game report system isn't perfect, and Riot is (hopefully) working on that as well, but I think being able to report people outside of that small time frame is necessary. Not only does this help crack down on players who are toxic even before the game starts, it allows people to report a toxic player after the game is over. What I mean by that last statement is that often after a game with someone like that you're often angry and a little rash; not only that, sometimes you just quit the lobby and close League in frustration. Being able to go back afterwards, with a clear head, and make sure that such behaviour is punished would make the League experience better for everyone.
