Hmm... previously, the LVL 30 requirement was to make sure everyone's runes are unlocked so the potential pkaying field is the same. With the new runes reformed, that is not longer a limiting factor.
Which means the only limiting factor is number of champion owned by the player.
That said, if they did change the requirements, the memo certainly wasn't posted.
Maybe op.gg just wasn't updated properly.
I just went and updated it, they are level 32 (the last time it had been updated was 2016).
my only guess is the page didnt update the guys level yet. and since riot is too fucking lazy to create this kind of page themselfes, confusions like this appear.
but theres also the chance with riot, that this guy somehow abuses a bug to troll in ranked at early levels.
No. Third party sites do not always have their information updated in a timely manner or even if at all.
It is possible that that persons gg.op stats just hadn't been updated in a while.
