Any chance of a Potential Reform program?

I got perma banned not to long ago and i must say, it really hurt to watch my $500+ dollar account vanish before my very eyes. Now i am not saying that im not guilty of the things i have said because i am. But i feel like riot should have a program that you can apply for and have your application reviewed by a rioter and have them see if they believe you have reformed or not. I thought wouldn't it also seem logical if you were able to make a new account, and reach honor level 5 on that account, that you could request to have your account back with evidence of you reforming (reaching honor level 5). Now this is just an idea but ill be honest i would do anything to get my account back and if anyone has any information about a possibility of some sort of reform ordeal, it would be much appreciated.

No such program is opened currently. The only thing you can do is create another account and make it your main (or play another game). The best you can hope for is the previous "another chance for perma accounts" experiment Rito ran few months ago turned out beautifully and they have appetite to start another one.
