I simply think you are playing too much at the moment, exacerbating your confirmation/negativity biases.
Looks like you have played 250 games in the last month. That would mean you reported 20 players over 1000 (maybe more if reported opposing players). Thats 2% of negative players if we consider you absolutely didnt fuel/trigger anything and have justly evaluated 1000 players. Take any sample of people on the planet, from a firm, a school, a cruise ship, nightclub attendees etc, I guess you will always a tiny percentage of disruptive behavior.
Year after year after year we read "dead game" "toxic community" but its still there, still making money. Toxic compared to what? Another game? A generic group of human beings that will always contain disruptors? "Toxic community" doesnt mean anything if you think about it, because theres no point of comparison.
Would you believe Coca Cola, Kia, Red Bull, State Farm, American Express, even Luis Vuitton? Do you really believe they would associate their brand with a "toxic" Community and a company that doesnt know what they are doing? How about Rockets and Golden State or Schalke or Airbus? Would they invest? For one useless real toxic player, they know there are X times more casual players, fans, cosplayers, attendees, consumers, streamers etc.
Everyone can have a bad day, thats why Instant Feedback System is a strike system. Most of the time, its a heated incident that wont happen again. Lastly, my guts tell me that this bad image is actually mostly due to a few thousands players around the world. A few thousands truly horrible toxic players who truly have 50-60-100 permabanned accounts but keep polluting the experience of millions of players by ripple effect. Either they are the most pathetic trolls and/or have a mental issues/unhealthy addiction. These few thousands players are damaging the image whereas millions are neutral/positive.
One addicted chronic toxic player playing 10 games per day, flaming in /all = 99 players who will have a bad experience. Because of ONE player, NINETY NINE may think what a shitty community.
