Another game of a teammate leaving while mocking Riot's non-punishment of leavers

Amazing that this happened twice in as many weeks. Yet again, I had a teammate who was mad that I wasn't playing Support in a way that would prevent him from suicide over and over. I didn't even chat with the guy for fear he'd try to get me counter-troll banned. But he said and i quote "Screw it / you don't deserve to win so I'll make sure you lose LP. GL in Iron, I'll win my next match and Riot doesn't punish leavers / I do this all the time to noobs like you"

So he left. And my team surrendered. Best part? He's right. He didn't even get leaver tagged in end game lobby. Nothing's going to happen to him.

When will Riot begin to punish people who actively sabotage rank with the same vigor as people who are "mean" in chat?

Did you delayed the game for at least 5 minutes for LB to kick in?

I don't play Norms, I play mostly ARAM, but I would point out that often times others don't report because they don't care enough. It's a pretty crappy feeling.
